
MHA offers support to prevent and address homelessness among Hampden and Franklin County’s most marginalized populations. Through a variety of person-centric, need-specific programs, MHA applies the principles of Housing First to ensure that all people have access to safe and affordable housing, regardless of their individual challenges.

HISTORY
The Tenancy Preservation Program (TPP) was created in 1998 by a group of housing advocates and stakeholders. This group recognized that individuals living with mental health issues were being evicted for lease violations related to their disabilities.
PURPOSE
The primary goal of TPP is to preserve housing and prevent homelessness. TPP works with the tenant and the landlord to put services in place to remedy lease violations, and provides clinical expertise to the Housing Courts.
TPP develops interventions, coordinates treatment and provides support to tenants. As a consultant and resource to the Housing Courts, TPP remains a neutral party in disputes between landlords and tenants.
TPP ELIGIBILTY CRITERIA
TPP works with people who are at risk of eviction. The reason for eviction must be related to a disability, including:
- Mental Illness
- Developmental Disability
- Physical Disability
- Intellectual Disability
- Substance Use
- Issues Related to Aging
- Other conditions causing cognitive limitations, such as ABI or Autism
- Domestic Violence
Priority is always given to tenants at imminent risk of eviction. Tenants must have been served a “Notice to Quit” by the landlord. If there is a waiting list, tenants with subsidies will be given priority.

REFERRALS
TPP becomes involved in cases through referral from Housing Court Specialists who mediate disputes, legal services attorneys, landlords and their attorneys, housing authority representatives, mental health clinicians, service providers and Housing Court Justices.
Once eviction is no longer a concern and the tenant is connected to other services in the community, TPP will end involvement. TPP does not offer housing searches or long-term case management.
OUTCOMES
- In 91% of the TPP cases, homelessness is prevented.
- The prevention of homelessness affords an individual autonomy and dignity.
- The program saves significant costs related to homelessness, hospitalization, local and state criminal justice involvement and other community services.
